Tuon Athaem Kore Paendrag is the Daughter of the Nine Moons, heir to the Crystal Throne of the Seanchan Empire, a small, dark-eyed young woman schooled from childhood in the lethal politics of the Imperial court.
Tuon Athaem Kore Paendrag resides in the Tarasin Palace in Ebou Dar, a city held by the Seanchan and thick with their patrols. She keeps her servant Selucia beside her, and little else about her is on open display. What is plain is that her notice is dangerous: Mat Cauthon, living under the same roof while he quietly gathers Juilin, Thom, and Noal for a scheme of his own, takes real trouble to stay out of her sight.
The palace around her is an unsettled place. Its mistress, Tylin Quintara, is away, gone with Suroth to survey Altara by to'raken, and in the streets the gholam kills nightly, raising alarm and drawing more Seanchan patrols out into the city with every death. Amid that unease Tuon is a still figure, attended and unexplained, her servant at her side; the one person in the Tarasin Palace whose attention Mat Cauthon can least afford to attract.
