Harine din Togara Two Winds was a Wavemistress of Clan Shodein and a member of the First Twelve of the Atha'an Miere, sent by the Sea Folk to treat with the Coramoor as the Jendai Prophecies demanded.
Harine din Togara Two Winds conducted her affairs from a deck wherever her business led. Her ship was the White Spray, and the water under its hull was river water; the vessel lay at Cairhien, a long way from the Aryth Ocean and an unusual distance inland for one of the Atha'an Miere.
She did not keep that deck alone. Sea Folk sailed with her: Shalon din Togara Morning Tide, Derah din Selaan Rising Wave, and Taval din Chanai Nine Gulls. Aboard the White Spray the stern cabin was hers, and matters that wanted her attention were received there, on her own ground.
Ashore, her business took her to the Sun Palace of Cairhien, where an anteroom might hold Aiel clan chiefs, Aes Sedai, Berelain sur Paendrag, and Rand al'Thor himself. Harine moved between palace and ship without surrendering her footing in either place: a visitor in the Sun Palace, mistress aboard the White Spray.
