The population of Lewes sits at the low end of the ability scale, which is the whole of its trouble in unOrdinary. It is a small town of ordinary residents with nobody strong enough to stand up to a determined outsider, and it falls under the control of a criminal named Alana, who bullies the townspeople and takes what she wants from them. Towns like this one show the tier system at its plainest. Where a district has no high-tiers of its own and no standing presence from the Authorities, a single powerful newcomer can run the place unopposed for as long as nobody arrives to challenge her.
