A rare free city in the East's northwest, run by the Mercenaries Guild and Merchant Alliance by day and by its underworld after dark.
Free cities are rare on the Eastern Continent of Trash of the Count's Family, and Leeb-An City is one of the few, answering to no noble house at all. It sits in the continent's northwest near Mount Leeb and Grey Eye Lake, a large, busy place where adventurers and mercenaries are ordinary sights, with a city hall at its center fronted, immodestly, by a statue of the sitting mayor. Its governance is a shared arrangement: by day the Mercenaries Guild and the Merchant Alliance run the city between them, and by night a different order takes over, since the eastern side belongs to criminal organizations and the pleasure district, which earns Leeb-An its reputation as a city of pleasure and lawlessness. Commerce, muscle, and vice hold the balance that a ruling noble would normally hold.
