Tilly Fagan is a civilian consultant on the flight, the wife of the enormously wealthy Robert Fagan, whose campaign donations bought her place, crude and irreverent in company and, as Anna comes to see, deeply lonely underneath.
Tilly introduces herself with mock formality by her husband's name and tells people to use her nickname unless they want money. She needles the famous preacher Cortez about the votes he can bring the secretary-general, whom she calls by his first name, and chews nicotine lozenges because smoking is banned aboard. She latches onto Anna after their first meeting, and Anna becomes the one friend she has on the trip.
