Everyone on Earth is counted. Whether they hold a job or live on Basic Assistance, United Nations citizens have their births and the shape of their lives written into government databases. The Unregistered are the third group, the ones with no record at all: children of unlicensed births, and people who have erased every public trace of themselves. Nobody knows how many there are. Most come out of religious radicals and fringe groups, or are the unlicensed children of the prostitution trade, and without even the rudimentary resources of Basic they live in condemned buildings and squats and turn to the black market to get by. Any of them can register at any time. Few do.
