The Seung Un is a United Nations Navy vessel. She is a support ship rather than a front-line combatant, one of the workhorses that keep a fleet functioning, and she is part of the enormous joint undertaking: a combined expedition drawing on Earth's navy, the Martian Congressional Republic Navy, and the Outer Planets Alliance, the first venture of its scale ever crewed by all three rival powers together. Earlier, those powers had been at each other's throats, so the mere existence of such a flotilla marks how far events have moved.
