Out in the Belt the Outer Planets Alliance speaks for the people who mine the rocks and run the stations, and it has never been one thing. It grew out of labor unions and activist groups, and the name has since been picked up by cells at nearly every station, some of them political, some of them criminal, all of them flying the split circle. Factions disagree sharply about method. Tycho Station and Anderson Dawes want Belter independence recognized through negotiation; harder groups such as Black Sky hold that nothing changes without violence. Earth and Mars call the whole thing a terrorist network. Belters call it a movement. The decentralized structure means both descriptions can be true of different people wearing the same armband.
