Michio Pa is a Belter officer who serves as executive officer of the Behemoth, the biggest warship the Outer Planets Alliance has ever put in space. Short for a Belter, though with the elongated frame of anyone raised outside a gravity well, Pa is a conscientious, procedure-minded officer in a fleet culture that has never had much use for procedure. Her appointment is openly political: the Behemoth's voyage is the Belt's chance to stand as an equal alongside the navies of Earth and Mars, and the OPA wants Belter faces in its command chain. Pa's part grows from exactly that tension, between the officer she trained herself to be and the symbol her people need her to be.
