A way of describing a government that holds expansionist authority over colonies with no real autonomy, rather than a formal name.
The human empire is an abstract idea more than the formal name of any government. An empire is expansionist, with colonies that hold no significant autonomy and must defer to the larger government, and the relationship runs in one direction rather than in any colony's favor. When the United Nations held full control over the Sol system, it was effectively the human empire. Once Martians gained independence, neither of the sovereign governments held a unified empire.
