The Earth-Mars Coalition is the old partnership between the two inner-planet powers. In the generations before, Earth's United Nations and the Martian Congressional Republic policed the Solar System together, their navies operating jointly to keep shipping lanes safe and conflict contained while humanity spread through the Belt and the outer planets. In time, that arrangement became a memory more than a fact: the two powers settled into a cold rivalry, cooperating only where the Belt is concerned and pointing their fleets at each other everywhere else. The Coalition's slide into rivalry is the political backstory of that tension.
