More than half of Earth's people live on Basic Assistance, the global welfare program of the United Nations, paid for out of the surplus made by the people who do work. It supplies shared rooms in government housing, gray tasting textured protein and enriched rice, minimal care at government clinics, and recycled paper clothing out of automated kiosks that open on a thumbprint, all of it free. What it costs is children. Anyone on Basic is under mandatory contraception and cannot legally have any, apart from a yearly lottery that allows a small number of births. Employed or not, everyone counts as a full citizen, registered from birth in countless government databases. The only way off Basic is a job or an education, and the education wants a year of work credits first.
