Forest Luo Planet is the third administrative planet the federal government opened, and the first given over to soul beast settlers. It is federal ground, closed to civilian craft, and only specially approved ships land there, since it runs as an independent soul beast world under loose federal control. Seen from space it is green and blue, covered in lakes and heavy plant growth, with a life force close to that of the Douluo Planet. Its natural wealth includes rare metals, but a federal decision keeps the whole planet out of any form of extraction. Humans and soul beasts both live here, and Shrek Academy, the Tang Sect, the War God Temple and the Spirit Pagoda all deal with its soul beasts. Forest Luo City is the only city, built mostly of wood and stone laid over metal frames.
