Dragon Horse Federation

The Dragon Horse Federation governs the Dragon Horse Galaxy, an enlarged version of the older Dragon Alliance. It is built from patriarch's associations, the Heavenly Dragon and Pegasus associations chief among them, and the patriarchs of the galaxy meet in general session every three years. No association commands troops directly, since each clan keeps its own army, but in war those two associations form the core and the clan armies join into a coalition. The Dragon and Pegasus clans are few in number, too few to hold every planet without risking being broken one at a time, which is why neither has ever unified the galaxy. Research funding and manufacturing are split among fragmented worlds, which is why so rich a galaxy lags in technology. The stated purpose of the federation is protection rather than mastery, so that every race survives and develops together.
