It is a totalitarian state organized around an imperial cult of its ruling family, with one of the worst human rights records of any country and unresolved hostility toward the South carried over from the Korean War. Gates open there as they open everywhere, and the state keeps its awakened population firmly under its own control. Hunters are treated as an instrument of national power and deployed against any military move by South Korea, so the two Koreas hold their hunter forces at the border and watch each other with them.
