Jahns
Jahns is the mayor of the silo, a thin, aging woman with gray, bushy brows who feels she has held the office for too long.
Mayor Jahns comes to the holding cell to talk with Holston after he asks to go outside, and she admits that on nights when the cell stands empty she sometimes sits on its cot to enjoy the view of the hills. She tells him that the records go back only as far as the uprising, some hundred and fifty years, and that in all that time no other mayor has sent as many people to cleaning. She takes no pleasure in it, she says, but the law is the law.
She also wants to know whether he will go through with the cleaning, since others in the silo are uneasy that he has not yet threatened to refuse.
