Senate

The Senate is the legislative body of the Society, seated on Luna at the Citadel of Light in Hyperion, where it meets in the chamber called the Forum. Under the Society its membership is drawn entirely from the Gold caste, filled by appointment rather than election, and weighted heavily toward the worlds of the Core at the expense of the Rim.

Senators sit in blocs by planetary allegiance, each led by a spokesman called a Tribune, and the body's formal powers include passing law, directing budgets, and confirming each new Sovereign to the Morning Throne, though ArchGovernors are named and removed by the Sovereign alone. In practice the chamber moves in the Sovereign's shadow. By the eighth century of the Society's calendar a Reformer current runs through its politics, arguing for gentler management of the lower Colors without ever questioning who should rule.
