Plutus is a city on Io and the administrative center of Demeter's Garter, the croplands that produce sixty percent of all the food in the Rim. It was founded sometime before 236 PCE alongside the Garter itself, and by 236 the first crops were coming in, with the ekklesia of Plutus meeting in the House of Bounty to settle the next harvest, the rotation of the fields, and the fertilization of the soil. As a garden city its culture turns on agriculture, and its people take farming as both a science and a philosophy.
