Nero au Augustus is the ArchGovernor of Mars, a tall Gold whose scarred face every colony knows.
He comes to Lykos in gold and black, with Obsidian guards and a camera crew, to watch a Helldiver flogged as an example to every colony, and looks on without care. When a young Red woman sings the forbidden song, he lets her finish and mocks it as a quaint tune. Before the Institute gates he tells the new Golds that men are not created equal and that every society rises in savagery and falls through decadence.
