Doctor Wilfred Nagel is a scientist, and his career has been one long attempt to rebuild the Super Soldier Serum. Hydra brought him into the Winter Soldier Program to do it, having judged the version they took from Howard Stark a failure, and he worked under them on the problem for years. When Hydra came apart, the CIA picked him up and set him to the same task. He measures himself against Abraham Erskine and does not consider the comparison unfair. He is a hard man to interrupt, he keeps his laboratory to himself, and he has no patience at all for a problem that is not his own.
