Wakanda's council of tribal elders, led by the King and seated by Bashenga after he unified the tribes.
The Tribal Council is Wakanda's governing assembly in Black Panther, made up of the elders of the kingdom's tribes and led by the King. King Bashenga formed it after unifying the tribes, seating the elders as his advisors, and it has kept that shape since. Alongside the elders it can include the Queen and the King's personal advisor, and it is where matters of state are argued before the throne.
