The Skrull Council is the governing body of the Skrull people. It once sat on Skrullos, the Skrull homeworld, until the Kree destroyed the planet in their genocidal war and the survivors scattered across the galaxy, hiding among other species behind their shapeshifting. The Council endured in exile, and in 1997 a number of its members were among the Skrulls brought quietly to Earth, where they settled into hidden lives under an arrangement between the Skrull leader Talos and Nick Fury: the Skrulls would serve as Fury's unseen eyes and ears, and in exchange he would help find their people a new home. Decades on, with that promise still unkept, the Council's patience with waiting, and with Talos, wears thin.
