A high ranking Nazi Schutzstaffel officer in Captain America: The First Avenger, sent by Adolf Hitler in 1943 to inspect Johann Schmidt's base and question Hydra's progress on advanced weapons.
Roeder is a high ranking officer of the Nazi Schutzstaffel during World War II. Among the first hundred thousand people to join the party, he holds the rank of Oberstgruppenführer and has been decorated for several acts of battlefield bravery. In 1943 Adolf Hitler sends him and two fellow officers to Johann Schmidt's base to question the slow progress of Hydra's work on advanced weapons for the Third Reich, and during the tour Roeder complains that the division has not delivered so much as a single rifle in over a year. He carries the standard sidearm of the German armed forces.
