Rockwell is a member of the World Security Council, the international body that oversees S.H.I.E.L.D., in Captain America: The Winter Soldier. He takes a seat on the Council in the years after the Battle of New York and works with Alexander Pierce and Nick Fury on shaping a stronger role for the agency, an effort that produces Project Insight. He is among the councilmembers who take Pierce to task over the hijacking of the ship Lemurian Star, and he is called to the Triskelion to watch the Insight launch.
