Rhomann Dey is an officer of the Nova Corps, the police and defense force of the planet Xandar, holding the workmanlike rank of Millenian. He is a family man in a uniform: married to a Krylorian woman, father to a daughter, trained in combat medicine, and constitutionally disinclined to kill anyone if an alternative exists. His beat has its regulars. Dey has arrested the self-styled outlaw Star-Lord for petty theft before, remembers him perfectly well, and addresses him as Star-Prince anyway, on the grounds that a little deflation is good for repeat offenders.
