Phillip "Phil" Gallo is the Commissioner of the New York City Police Department. Born in Philadelphia, he moved to New York, joined the department, and built a reputation as one of the most celebrated commissioners the city has had, with the rank and file behind him. He presses hard for his officers, pushing pay raises, overtime minimums, and an expanded cadet class for a force he considers badly understaffed. Gallo is openly contemptuous of Wilson Fisk, citing his criminal record and the officers who died because of him, and he says to Fisk's face that he is a child trying to rewrite his own legacy.
