Octavian Bloom is one of the heads of Hydra, the handful of people who divide what is left of the organization between them after the Uprising. He owns the Bloom Estate Winery and hosts the leadership's biannual meeting there, seating the Sheikh, the Banker, the Baroness, and Doctor List around his own table to go over the state of their affairs. With Daniel Whitehall dead there is an empty chair at that table, and Bloom, like everyone else in the room, would like to see it filled by someone who answers to him.
