Luca Russo is an officer with the Italian authorities and an old contact of Phil Coulson's, from back when their work put them in the same room. When Coulson comes to Italy after Ian Quinn, Russo is the man he calls, and the two of them meet over coffee to talk about a train crossing the countryside with Cybertek technology aboard. Russo is not glad to see him. He points out that S.H.I.E.L.D. showing up means the Italian police lose their own investigation into Quinn and Cybertek, and he says it plainly before agreeing to get Coulson's agents onto the train.
