Leviathan is a Soviet agency of deep science and espionage, in Agent Carter. Joseph Stalin ordered it founded to make certain the Soviet Union held better weapons than its enemies and its allies alike, and it binds recruits by taking away every other option they have. Some of its operatives have their vocal cords cut, leaving a Y-shaped incision on the neck and no voice without a synthesizer. Its Red Room project trains young girls as spies and assassins from childhood.
