Horus is an Egyptian god, a member of the Ennead. Worshiped in ancient Egypt as the god of kingship and the sky, he belongs to the pantheon that has long since withdrawn from open contact with humanity. In Moon Knight, the Egyptian gods keep their distance from the modern world, watching it through chosen human representatives called avatars, and Horus maintains his own avatar for exactly that purpose. He holds a seat on the Ennead Council, the assembly where the gods weigh their affairs and enforce the rule that deities should observe human events rather than interfere in them.
