Agent Foster is an agent of the United States Department of Damage Control, the federal body that holds the contract to clean up after Avengers battles. In the wake of the Battle of New York he accompanies Anne Marie Hoag to salvage sites to enforce that contract, and he also works ordinary scenes, briefing his agents and taking witness statements.
