Enclave

The Enclave began as an arrangement between four scientists, each with a research program and a private army of their own, and each running a sector named for a Roman god. Ceres handles chemical weapons and genetic engineering. Minerva runs psych-ops. Vulcan works on weather manipulation. Jupiter does mechanical design. What they have in common is a testing problem, and the answer they settled on is Manhattan: the weapons get deployed in the city, on the public, and the data comes back off the street. Each sector answers to a leader known by nothing but that sector's name, and each keeps its own soldiers, laboratories and checkpoints.
