Burrows is an agent of S.H.I.E.L.D. working in the Public Relations department under Director Jeffrey Mace. The agency's public standing is his job, and when a blackout in Miami is pinned on a rogue Inhuman group he raises with Mace what it may do to S.H.I.E.L.D.'s planned announcement of its return to the public. Burrows stands beside the Director for that announcement, manages his press and his satellite debate with Senator Ellen Nadeer, arranges his Quinjet to Zephyr One, and handles the small things around him, down to promising a fresh photograph when Mace complains about the picture running under a news banner.
