Briggs

Briggs is a member of the Watchdogs, the anti-Inhuman organization. He led several of the group's operations during a run of staged blackouts meant to pin the blame on Inhumans and turn public feeling against them. In one of them he takes a team of Watchdogs into a Miami hotel and storms a party, waving off a guest who offers up his wallet and telling the room they have not come for money but for an Inhuman, then pressing the guests to give up anything they know. He insists he only wants to protect his fellow humans. Briggs and his men are well equipped, down to an advanced bulletproof vest, a sign of the substantial funding behind them.
