Blake Tower is a prosecutor in the New York County District Attorney's Office, working under District Attorney Samantha Reyes. He and Reyes put together a plan to draw out the vigilante known as the Punisher, who has been cutting through the ranks of the Kitchen Irish, the Dogs of Hell and the Mexican Cartel, using the informant Elliot Grote as bait. The two meet Grote, Foggy Nelson and Karen Page at the 15th Precinct Police Station and try to strong arm Nelson into letting them deal with Grote directly, and when he will not budge they agree to let Nelson and Murdock handle the case.
