Alan Saunders is an officer of the New York City Police Department. He serves under the administration of Mayor Wilson Fisk and is picked for the department's Anti-Vigilante Task Force, a unit formed to move against masked vigilantes and given far looser rules of engagement than the rest of the force.
Saunders works street patrol in a squad car with a partner, and he wears the skull emblem of the Punisher tattooed on his neck, a mark he shares with other officers in the unit who treat that vigilante as a model. He is one of the younger men on the task force.
