A walled Seven Cities river city linked by imperial road to Lato Revae, once the hub of a dozen caravan routes, with the ancient Moraval Keep standing on the far bank of the River Ugarat.

Ugarat stands walled on the River Ugarat in Seven Cities, joined to Lato Revae by a Malazan-built imperial road. A broad stone bridge crosses the water within sight of the northern walls, and the ancient fortress of Moraval Keep stands on the far bank. The city has an underground sewer system and Malazan aqueducts, and hot water reaches its houses through pipes; its people are called the Ugari. A thousand years ago Ugarat sat at the hub of scores of caravan routes running between a dozen great cities, all of which desertification eventually swallowed but for Ugarat and Kayhum on the river. Under Holy Falah'd Enqura it enjoyed a renaissance, eleven great schools relearning the lost knowledge of the First Empire, and that ended when Dassem Ultor took the city for the Empire. Malazan rule brought a garrison and a ban on torture by the Royal Avowers; when the Whirlwind rose, the garrison abandoned the city for Moraval Keep across the water.
