A fortified compound in the city of Capustan, the Thrall is the seat of the Mask Council, whose fourteen priests sit in a domed hall above a floor of tiles laid in no discernible order.
The Thrall is a fortified compound within the city of Capustan and the seat of the Mask Council, the body of priests who rule the city through masked representations of their various gods. Its council hall is a massive chamber under a dome whose interior was once worked in gold-leafed bas-relief. Geometric tiles cover the floor in no discernible order around a worn granite disc at the centre, where petitioners stand to speak. Three wooden tiers rise in a semicircle facing the grand entrance, the Council seated on the topmost, and behind them stand fourteen doors, one for each councillor, each with a Gidrath guard at it.
