An old, lawless city of the Vision Plain on the road between Darujhistan and Capustan, ruled on paper by a king and council and in practice by its crimelord hold-masters.
One of the oldest cities on the Vision Plain, Saltoan sits on the trader road between Darujhistan and Capustan in eastern Genabackis, ringed by thick low walls streaked brown, its huge wooden gates standing open with nobody watching who comes through. The architecture is crumbling and the alleys run narrow between rat-infested tenements; the streets smell of rotting rubbish and sewage. A king and a council rule it on paper. In practice power belongs to the hold-masters and hold-mistresses, crimelords who each keep their own quarter, and since the city sent its vaunted Horse Guard off to Caladan Brood's Host its constabulary has been no match for any of them. Spotters at the gates watch the roads out, and word of a promising caravan reaches the local bandits quickly.
