Pormqual
Seated in Aren as High Fist of Seven Cities, Pormqual leaves taxation and trade to a circle of merchants, issues his edicts through the priest Mallick Rel, and is despised by the Red Blades.
Pormqual is the High Fist of Seven Cities, seated in Aren, a post he took over from Cartharon Crust around 1160 Burn's Sleep. By the account of the Imperial Historian Duiker he takes little part in governing the province: taxation and trade are settled out of his sight by a body of merchants working to their own profit, and his edicts reach the subcontinent through the priest Mallick Rel. He is tall, wiry, and pale, slope-shouldered, with a thin oiled face, and he dresses in a style that could beggar a king. He keeps stables of fine horses and rides poorly. The Red Blades, fanatical in their loyalty to the Empire, hold him in open contempt.
