Pannion Seer

The Pannion Seer is the Prophet Tyrant of the Pannion Domin, a theocratic empire spreading across southeastern Genabackis. He appears as a hunched and twisted old man resembling a corpse, speaking in an ancient, high-pitched, quavering voice; his eyes seem lit as if by torches, and his sorcery smells of ice on the wind. He can speak directly into the minds of others, brooks no disagreement, and rules through raving threats and dire punishment from the mountain fastness of Outlook. Under his Faith the Domin expands city by city, and in the train of its armies march the Tenescowri, a starving horde of peasant followers whose hunger is fed on the conquered.
