The high priests and priestesses of Capustan's fourteen temples, ruling from the old Daru fort called the Thrall, a fractious counterweight to the prince with three thousand temple soldiers behind them.
The Mask Council is the ruling religious body of Capustan, made up of the High Priests and Priestesses of the Fourteen Ascendants whose temples stand in the city, and it gathers in the Thrall, the old Daru fort. The Council is a standing counterweight to Prince Jelarkan, with whom its members are frequently at odds, and it has the soldiers to make that stick: each temple keeps its own company of highly trained, well-equipped troops, the Gidrath, nearly three thousand of them all told, often recruited from the best of the prince's own Capanthall, whose numbers the law caps at two thousand. The Council is no uniform bloc. Its members split into countless factions with conflicting ambitions, and their dealings run heavily to secrets, public insults and squabbling.
