Brohl Handar
A Tiste Edur seal-hunting patriarch made Overseer of the East at Drene, governor in name over a city whose real power belongs to the Letherii factor he is meant to oversee.
Before the conquest of Lether, Brohl Handar was patriarch of an Arapay clan that hunted tusked seals, and very little of that life transfers to his new station. He is a Tiste Edur, a minor noble of the Letherii Empire, and the newly appointed Overseer of the East, which is to say the governor in Drene. He does not consider himself a sophisticated man and has no experience of governing. Nor does the post carry the authority its title suggests: real power in Drene belongs to Factor Letur Anict of the Liberty Consign of Merchants, and the Overseer is left to observe. Fewer than a hundred Edur serve in that far corner of the empire, and only his three staff come from his own tribe. Like many traditional Edur, he cannot make sense of the Letherii hunger for gold. His carriage is ornate and trimmed in gleaming Bloodwood, drawn by four bone-white horses, with slitted shutters to watch the road and a voice-tube to reach the driver.
