Westmarch

West of the Shire's old boundary at the White Downs the country keeps going, out over the Far Downs to the line of the Tower Hills, and for most of the Shire's history that ground lay outside the Farthings altogether. It is the Westmarch. When it was finally reckoned in, it was not folded into any Farthing but kept as a district of its own, much as Buckland across the Brandywine is its own thing, and it answers to wardens rather than to a shirriff's beat. Greenholm out on the Far Downs is one of its settlements, and Under-towers stands at the foot of the Tower Hills at the far end of it.
