High King of the Dúnedain was the title Elendil took as overlord of both Arnor and Gondor.
High King of the Dúnedain was the title Elendil took as overlord of both realms in exile, the North-kingdom of Arnor and the South-kingdom of Gondor, which made him king over all the Dúnedain in Middle-earth at once. It did not stay a working title for long. The two kingdoms came apart early, with the descendants of Isildur ruling in the North and the line of his nephew Meneldil in the South, and for very nearly the whole of the Third Age there was no one man who was king of all the Dúnedain together.
