The University is the Capitol's institution of higher education in The Ballad of Songbirds and Snakes, and where most Academy graduates go next. Tuition is high, but financial prizes are set aside for students who performed well at the Academy, which for a family in reduced circumstances can be the only way in. Dr. Volumnia Gaul teaches there, lecturing in biology and running advanced classes in military strategy. Not everyone takes the place on offer: Tigris turned hers down to train as a designer instead.
