The Training Center, also called the Tribute Center, is the Capitol building where tributes live and train in the days before a Hunger Games. It stands in the middle of the city, just behind the president's mansion on the City Circle, and each district's party takes the floor matching its number, reached by glass-sided elevators that move at speed. The apartments are enormous by district standards, with gourmet meals, high-tech showers, and racks of clothing; Katniss Everdeen describes her bedroom there as bigger than her family's whole house in District 12. Avoxes, servants whose tongues have been cut out as punishment for offenses against the Capitol, live in the apartments and may be spoken to only to be given orders. Training takes place in a gymnasium in the basement, and the roof holds a garden and a view of the city, enclosed by a force field.
