Titus was the male tribute District 6 sent to an arena a few years before the 74th Hunger Games. He went completely savage inside it, turning on the bodies of the tributes he had killed, and the Gamemakers took to stunning him with electricity so they could recover the dead before he got to them. There are no rules in the arena, but cannibalism did not play at all well with the Capitol audience, and Katniss Everdeen still thinks of him when she thinks of the raging beast sort of tribute.
