The Newcomers are an alliance of tributes from outside the Career districts, formed in training on the plan of Ampert of District 3 to turn the hunt around on the Careers.
Ampert points out that the Careers are only a quarter of the tributes, so everyone else together outnumbers them three to one. Over lunch on a training day, tributes from Districts 3, 6, 7, 8, 10 and 12 have joined and turned down tough names like Loose Cannons and Dark Horses. Haymitch offers the miners' word for a beginner, Neddie Newcomer, and Wellie of District 6 takes it up.
