The Capitol is the far-off city whose rulers govern Panem, and speaking freely about them is risky enough that Katniss learns young to hold her tongue.
To Katniss it is a city whose put-on accent makes nearly any phrase comic, and Gale holds that its tessera rules are built to turn the hungry against the better fed. In the history read out at the reaping, Panem begins as a shining Capitol ringed by districts, until the districts rise against it in the Dark Days and lose. Each year it sends an escort to draw the names and demands that the districts treat the Games as a celebration.
