The mountain city that governs Panem, and the name used for its regime.
The Capitol is the city that rules Panem in The Hunger Games, and the word is used for the regime as much as for the place. It sits in the western mountains of what was once North America, sheltered by the Rockies, and it is the only major city in the country. Its citizens live in a wealth the districts never see, with food, fashion, surgery, and entertainment on demand, and the districts exist to supply it. Its authority rests on Peacekeepers, public punishment, propaganda, and the annual Hunger Games, which are broadcast to every district and staged inside the city itself. Several of the oldest Capitol families built their fortunes on district holdings: the Cranes in transport and hotels, the Creeds in District 7 timber, the Snows in District 13 laboratories.
